The coat of arms is the emblem of Saxony, a historically important territory. The Saxon monarchy was abolished in 1918 during WWI and the defeat of the Germans. The crest is engraved with the Latin motto, "Providentiae Memor", or providence remember in English, which some say means prepare for any outcome.
